RICHARD BELLIVEAU 

Richard Belliveau was raised and educated in Toronto where he received a BA (Hons) in History and English Literature from the University of Toronto. In 1966, he joined Canada’s Department of External Affairs, and over the next forty years served at a number of Canadian diplomatic missions overseas and at Foreign Affairs headquarters in Ottawa.


In the 1970s, Mr. Belliveau was posted to Hong Kong where he studied Chinese Mandarin. He then lived in Beijing for two years, until 1976, working at the Canadian Embassy. In 1992, he returned to China as Consul General in Shanghai and lived and worked in that city until 1995. He has served as Canadian High Commissioner in Brunei and Canadian Ambassador to Algeria, 2000 – 2004.

Since his retirement from the foreign service in 2005, Belliveau has participated in many volunteer activities in Ottawa. He is past president of Catholic Family Service Ottawa, and he is the current president of Heritage Ottawa.

TOPIC

His talk on November 4 is titled “What every Canadian should know about China”, helping us put into perspective recent events that have garnered news headlines over the past year, including China’s diplomatic quarrel with Canada and protests in Hong Kong against what is seen as the People’s Republic of China’s influence.
